Read my guidance and do step by step:

You should charge battery of phone and battery of computer, please let them be enough battery while we will do.
Good USB cable should be used.
You will help us for setting up Galaxy S10+ as “google account verification" screen and connect usb with a Windows computer (laptop or desktop).
2.
On your computer, from brower, access:
http://goo.gl/PjUxop (correct capitalize letters)
Download this software. It's USB redirector software, then open this software, press Next button to set up, input "us02.gsm-file.com" when software
ask Technician address, press Connect button
It will be in step1, replug usb cable phone-computer, it will change step2
It will take 5-10 minutes for finishing.
